In a nutshell: I had a seller-buyer return issue which left me without the item and £1,200 out of my eBay funds. The case is now in small claims court, and there's a high chance I'll win but anyway, I didn’t cover the negative balance on my eBay account, so the debt was passed on to collectors. That’s fine, I’m paying it back, but now I can’t sell anything. According to eBay, this selling restriction will stay forever, no matter what I do.
I’ve had my eBay account for 17 years, over 400 positive feedback, and never had any issues so is it really like that? I spoke to customer service and they said I’ll never be able to sell under my name again. Is there any chance to resolve this? Thanks!

Apart form changing your name and address and getting new bank account and email, And possibly moving to a different country very little chance at all, it is Ebay platform and selling is a privilege not right.
Sorry it is not what you want to hear but try one of the other selling sites Ebay no longer want you i am afraid

Ebay doesn't like being owed money and can permanently ban accounts when they feel like it. There is no appeal and ebay CS won't discuss it with you.
So unfortunately, yes it is really like that.

Unfortunately when eBay impose permanent selling bans upon users that's exactly what it means - a selling ban on eBay that lasts forever. Therefore, you will no longer be able to sell anything on eBay at any point in the future, and even if you were to open another eBay account in an attempt to get around the ban and resume selling on the site then once eBay cotton on to the fact that you had opened a second account to use in order to sell on the site, despite having previously been hit with an indefinite selling ban, they will extend the same ban to the second account as well.
If there are any other people living at the same address with you and they also had selling accounts on eBay then as a result of the fact that eBay have imposed an indefinite selling ban upon you, your housemates will also have been hit with a permanent selling restriction as well so as to prevent you from attempting to bypass the selling ban by using a housemate's account to sell from.
In summary if you wish to continue selling online from now on then you are going to have to find a different selling platform to sell on, as eBay is no longer an option for you.
