Other browsers, or older versions of those browsers may also work, but they may not work in every situation. Some features may work poorly or may not work at all. Trying another browser, or a private or incognito browser window may help to narrow down the problem.
Other things can also cause sign-in or verification issues: VPNs or hotspots, privacy software, blocking scripts, blocking cookies. Some add-ons can cause unexpected conflicts.
There are also things that may be entirely out of your control that can cause verification issues -- such as if eBay notices suspicious account activity like simultaneous sign-ins from disparate locations, which might indicate that someone has gained unauthorized access to your account without your knowledge. If eBay suspects that your account has been compromised, eBay may require you to prove you are the original account holder and reset your password.
