Waiting until an item is delivered is an open goal for scammers. All they have to do is to say it has not been delivered and you don’t get paid at all. Brilliant movie for scammers, they get the goods and ebay refund them, the seller meanwhile gets an empty pocket and no goods.
All this so that ebay can earn a bit more from your money.
When it comes in I shall be closing my account and going elsewhere, nice one ebay.

It will go by the tracking. If delivery is not shown the money will be released anyway after 14 days.

But they can say this now and be refunded if the item does not show as delivered. The seller having the money or not makes no difference, they would still need to refund.

Where ever there is a loop hole to be found, a buyer will find it. I send 99% of my items tracked but Royal mail doesn't always deliver on time or say it's been delivered...what happens then?

What happens then? Exactly the same as what would happen now, there would be no difference. And once you are forced to use managed delivery, apparently ebay would cover the refund.

If tracking is not used ir the item is marked as delivered then ( as long as no case is opened) you would be paid 14 days after the sale.

I guess the fear is that with eBay issuing refunds without seller getting involved, any item showing not delivered in expected timeframe with eBay's unrealistic EDDs will mean a case will be opened by the buyer immediately and automatically refunded by eBay, also immediately. This will completely cut the seller out of the refund process and that's a bit of an open goal for any unscrupulous buyer if the tracking is not updating correctly or does not exist.

But buyers could do that now, and at least it will not be the seller losing out if ebay are refunding.

The buyer could indeed and does do that now but it is a refund request to the seller, who has some input and a couple of days' grace to respond to cases, chase couriers, wait for a delivery update to happen or make the refund. Now the seller will be out of the picture, eBay will automatically refund (I presume) and will do so from funds they have held from the buyer, not from their own monies. The seller will have no item, no recourse to chase non-delivery from the courier and no money. I guess at least we won't have paid the postage so maybe won't be on the hook for that cost. I had a buyer contact me on Friday saying my tracking showed I had missed my EDD (even though I'd posted earlier than promised) and asking for an updated EDD - I promised to look into it on Monday with RM and would have called them, probably put in a claim and refunded the buyer. The buyer then contacted me again on Saturday to say it had arrived - the tracking still shows as Dispatched though. With simple delivery and payment hold I imagine this would have been a very different outcome - buyer contacts eBay, they tell them to claim non-delivery which they do, eBay checks tracking which backs buyer and refund them from held funds. The following day the item arrives, the buyer counts it as a win against eBay, I lose my item and don't get paid. All guesswork of course...

Apparently, once we have to use managed delivery ebay will be refunding ( not from sellers funds) as they will be buying the postage.

To be honest, if eBay are not using the funds to refund non-deliveries and claim not to be earning interest on holding them, I have no idea why they want to hold them. After all, the whole uproar about managed payments made it compulsory to give eBay a Direct Debit in order to access funds for refunding customers. How will holding the funds for two weeks make this better for anyone?

For private sellers, funds will be sent to your eBay balance when the order is considered delivered. You can then use your balance to shop, pay for postage, to promote your listings, and pay for other selling costs on eBay.co.uk. Private sellers can also request payouts directly from their balance to a linked bank account by selecting 'Withdraw' in the Payments tab.
If you don't use or withdraw your balance, the available funds will be automatically sent to your bank account on the first Tuesday of every January, April, July and October.
I think that " considered delivered" requires clarification... If we are to rely on automated systems and we know that these are not always correct then we could be waiting a longer time. There have been a few posts on here whereby the buyer won his case and was refunded as although it was showed as delivered, it was not in his hand ( it had been left behind a bin I think or something like that)... the seller lost the item and his funds!
Sorry but what with the BPF which really isn't at all and with funds held and the onus on a system fully working/updating and a postal service reliably delivering, it is all a bit hit and miss for me now.

I am not on any other platform so do not have experience of such... I have looked and taken on board those who have mentioned others... Etsy ( I think that is for hand made items though ) vinted ( I don't usually sell clothes, I have some vintage, shoes and bags, that's if I could be bothered ) ebid, apparently many sellers like that...but considering all of this palaver and twilight years , the "Swan song" perhaps is more fitting.

and what good is waiting 14 days to get paid how do you restock or pay postage on other items.
you will be laying out more than you are getting in.
who will be left after feb 4th very few buyers and a lot of scammers
i,ve thought about this long and hard even looked at becoming a B.S but personally i dont think it will be viable to sell after the 4th of feb on e bay there isnt a lot of buyers now those who are watching the an item in your auction are hanging back and not bidding untill the end so if you have say 6 watchers you are hoping most of those 6 watchers will bid.
i,ve had lots with 8 or 9 watchers sometimes more but only got 2 bids on the item.
my auctions end tuesday and i think i may trade on up to the 3rd subject to aquiring stock or depleting the stock i have any leftovers will go into the british toy auctions at runcorn or bank hall auction at preston
or if possible buy in and sell at the above auctions i havent decided yet
what i do know is after the 3rd i wont be selling on e bay i,ve alreaded dumped my vinted account
and i,ll be another lost seller to be honest i think this will be a total disaster as PS leave in droves
and believe the platform will be so devoid of buyers it may force some BS to also think of giving up the ghost.
then will e bay attack the B.S with another wheeze to raise money to make up for the loss of PS
only time will tell...

Re "pending" held funds
eBay will allow you to access the " pending" funds held to purchase their postal labels or send a refund?
But they will not pay you your dues for your items sold until the item is " considered successfully delivered"...
