I received an item that was not in the condition that was advertised.
The seller agrees it is not in the same condition.
The seller agrees in principle that a partial refund would resolve the issue (to account for the money I'd need to fix it).
However the seller says he does not see the option to give a partial refund for this sale.
He says he has given partial refunds in the past, and knows where to look, but that the option is not there where it would normally be.
He says that it might be because it's an international sale, however I've checked the international sales info and partial refunds are included in that info.
Is there some other reason why they might not be able to issue me with a partial refund? How can this be resolved?

You won't be forced/obliged to return the item.
The case would time out if you opened a return but then did nothing.
Maybe message the seller, confirm you are happy to accept a partial refund and that you are starting a return case as a mechanism for them to offer a partial refund.

Have you started a return by opening a case using the Ebay Money Back Guarantee?
That is the usual route for the seller to offer a partial refund.

If I start a return, but don't actually want to return the item (i want the partial refund), then could the seller theoretically kick off the return process without my confirming consenting to it?
I want to avoid that - so will I have the option of refusing the full return later on if I start the 'returns' process now?
Sorry if my question isnt clear, I'm trying to think of other ways to phrase it.
