eBay

I paid cash on collection for a laptop purchased at the weekend.  The Seller only lived a few miles away from me, so it made sense to go and collect it which the Seller agreed to.  Not only did the laptop turn out to be "not as described" but it is also faulty as I cannot download anything.  I've contacted the Seller and she is not willing to refund me or accept she's been disingenuous.  To add to my frustration ebay state I am not covered by their returns policy because I didn't pay via PayPal!!  What difference does it make?  She's been paid, and has checked the box to say she has received payment.   Am I missing something here?  Any advice would be appreciated.  Thank you. ... Today, I notice in 'tasks' on my overview page of selling, in red it is telling me to update VAT percentage on all of my listings. I sell books. In the UK (where I am based), there is 0% VAT on books. However, adding the VAT to my items will surely confuse the issue as there are different VAT rates on books in different EU countries.   What am I supposed to do?   Thank you - very confused. ... Ok I opened a ebay site as a seller, and when I wanted to close it I called Ebay (somehow - as I now cant find an easy number outside the maze to get in touch) and I was told from the date the last payent to me comes in and there are no more listings I can close it. Then ebay rightly take charges, and then another mnonths subscription, but now again when I try to close my seller account, it wont let me close it because now 'I' have made a recent payment to ebay....
