This is a question because I'm not certain, I just went to put an Offer on an item which was an Auction listing, with no bids yet, with an option to make an offer, I put the amount and added a short (16 words) note to the seller (relevant to a Message about the item).
I hit the send or submit or whatever and got the "we've looked everywhere" error message instead of the usual page to show amounts and request final confirmation.
This was desktop PC via Firefox, I tried again with all privacy & security add-ons off, then tried via a different browser (Tor, logged in and through security via SMS verification) and got the same.
But I do use a VPN and that was Tor, albeit updated and only running NoScript, so maybe this was a one-off glitch to do with my configuration.
It was 4.30 am, I didn't think to screencap the process and don't have time right now to find something else with Auction/Offers and repeat it just to report what happens. After 3 attempts at Offers, I ended up just putting a bid on the item, so I don't need personal help with this specific thing but thought I should mention it and hope someone else can please check whether it's affecting other listings. 👍

Yes, others are experiencing this too, you are not alone.
We have asked if eBay are aware and if a fix is in the making but as yet..... no reply.
Difficult to send a seller a message if they would accept an offer, it can easily be misunderstood for an ' off eBay sale' so against the rules, unless you asked if they accepted your off er of £** could they kindly change the auction price to that of the offer and then able to end the auction to the highest bidder, this is within the rules!

I didn't know this was possible, thank you! I'll wake up a bit more 🙂 then have a think later. The auction ends at an awkward time for me so would prefer that, really, if the seller is also on board.

Yes, if the auction has no bids, and the seller agrees, they can change the start price to that agreed, you bid, and they can end the auction selecting .... End to highest bidder. They need to know the process of course.
Or, they could just end the auction again if there are no bids, and relist as a Buy it Now for the agreed price, that's easier then for you then, to just press that BIN and pay straight away.
I cannot stress strongly enough that message to and fro between you and the seller need to show the item WILL be relisted on eBay, for you to buy, and this is not the beginning of an off eBay sale, as both accounts would face restrictions.

It's been happening to me for several days now, on different browsers, devices and accounts. I'm not even sure if eBay are even aware of the problem as there is no way to report it.

I’ve also been having the same issue for the past 2 days. Have tried logging in and out, using a different device and changing the payment method but nothing works. Tried contacting eBay via webcgphat this morning but took so long I had to end the conversation as I had to go to work. The last message I had was that it was being referred to the back office team and they would contact me by email when they have a solution. Very frustrating!
