@sam281224:  Unfortunately it would appear that the link to the Blocked Bidders List no longer works.  eBay have an annoying habit of changing various aspects of the site and messing them up, especially when they work well.  However, there is another way around the problem, although it does mean that you'll have to access the Blocked Bidders List by doing it the long way.  It may be best to open another page and keep this one open so that you can come back and refer to it as you make your way through the following instructions, so in order to open another page click on the "View Listings" link under my User ID and when the page loads up click on the "My eBay" link at the top of the page to get back to your own My eBay page.  When you've done that come back to this page and go through the following instructions:

Once you are on your My eBay page click on the Account tab.  When the drop-down menu appears click on the second option from the top, which is the one that says "Site Preferences."  A new page entitled "Site Preferences" will appear on the screen.

When the Site Preferences page appears on the screen scroll down the page until you get to the section entitled "Buyer Requirements."  There is a link to the right of that section which says "Edit."  Click on that link to get to the page that you need to access in order to block the buyer.

Once you have clicked on that link a new page entitled "Buyer Management" will appear on the screen.  The first sub-heading on that page reads "Blocked Buyer List", and under that section there is a link which reads "Manage Blocked Buyer List."  Click on that link.  If you do that it will open up the Blocked Bidders List and the white box that I mentioned earlier on in this thread will appear on the screen.  Add the buyer's User ID to that white box, click on the Submit button beneath it and once you have done that the buyer in question will no longer be able to purchase anything else that you list for sale on the site.

As large parts of the UK are effectively in lockdown, the buyer may not be able to collect for weeks or even months. You can hang on to the item for as long as you choose, of course,  BUT you only have 32 days from purchase date in which to cancel the Ebay transaction and get the selling fee credited back to your Ebay account.  After that timeframe, you're stuck with the fees.  And you're stuck with the PayPal fees no matter what, as PayPal no longer refund any part of them when a refund is actioned.

If I were you, I would cancel the Ebay transaction ('problem with buyer's address') before the 32 days is up, swallow the PayPal fee, and list the item on Gumtree, Ebay's sister site (but only once the UK is free from Covid restrictions, of course).  No point in relisting here as there's no way of stopping a buyer using PayPal, and PayPal is totally unsafe for sellers of collection items (no proof of posting in the event of an Unauthorised Account Use claim, the only thing a payment processor will accept for such a claim). You should only ever accept cash or bank transfer, once the buyer has fully examined the item and is happy with it, which you can do without problem on Gumtree. Plus, you can leave the ad running till someone has actually turned up, paid, and taken the item away.

In addition to the advice that has already been given, if the buyer never collects the item and you end up having to cancel the transaction then make sure that you add his User ID to your Blocked Bidders List so that he cannot repurchase the item if you decide to advertise it for sale on eBay for a second time.

If you are unsure as to how to add a buyer User ID to your Blocked Bidders List click on this link https://offer.ebay.co.uk/ws/ebay/isapi.dll?bidderblocklogin and add the buyer's User ID to the white box that appears on the screen.  Once you have done that click on the Submit button beneath that box and the buyer in question will be unable to purchase anything else that you list for sale on eBay in the future.

If it comes to cancelling, unless the buyer sends a request to cancel, make sure that you use the reason for cancellation "Problem with buyers address" then you get the selling fee refunded and no defect.

You have up to 30 days from the date of the sale to cancel it and receive a refund of your seller fee so keep that in mind.

Give the buyer a deadline for collection.
