@sam281224:  Unfortunately it would appear that the link to the Blocked Bidders List no longer works.  eBay have an annoying habit of changing various aspects of the site and messing them up, especially when they work well.  However, there is another way around the problem, although it does mean that you'll have to access the Blocked Bidders List by doing it the long way.  It may be best to open another page and keep this one open so that you can come back and refer to it as you make your way through the following instructions, so in order to open another page click on the "View Listings" link under my User ID and when the page loads up click on the "My eBay" link at the top of the page to get back to your own My eBay page.  When you've done that come back to this page and go through the following instructions:

 

Once you are on your My eBay page click on the Account tab.  When the drop-down menu appears click on the second option from the top, which is the one that says "Site Preferences."  A new page entitled "Site Preferences" will appear on the screen.

 

When the Site Preferences page appears on the screen scroll down the page until you get to the section entitled "Buyer Requirements."  There is a link to the right of that section which says "Edit."  Click on that link to get to the page that you need to access in order to block the buyer.

 

Once you have clicked on that link a new page entitled "Buyer Management" will appear on the screen.  The first sub-heading on that page reads "Blocked Buyer List", and under that section there is a link which reads "Manage Blocked Buyer List."  Click on that link.  If you do that it will open up the Blocked Bidders List and the white box that I mentioned earlier on in this thread will appear on the screen.  Add the buyer's User ID to that white box, click on the Submit button beneath it and once you have done that the buyer in question will no longer be able to purchase anything else that you list for sale on the site.
