Long story, i can't sell on my account because ebay thinks I'm in Canada so they want me to add a Canadian back account which i cant. So, someone ended up buying an item I'm selling i tried to cancel it but ebay wanted me to refund the amount through my Paypal which didn't make any sense since i didn't have the money from the sale yet. So i told the buyer to cancel it, which i had to then confirm when i did it asked for me to send money from Paypal again. So now i have ebay saying it cant be canceled and i buyer expecting their money back. Help please

Eventually the buyer will surely just open a case and ebay will refund them automatically, then work it out with you. But again, not an ideal situation for you.

When a sale is cancelled, Ebay always insist you fund the refund immediately, before you actually receive the buyer's payment. A busy seller will often have funds around from other sales, but occasional sellers are left out of pocket until the buyer's original payment ends up with the seller.
Not what you want to hear but what you are experiencing is "normal".

Your account is still registered as located in Canada and despite changing all details to the UK, the Default settings remain in Canada and account history cannot be transferred --- a new UK Based/Registered account is required.
