Contact ebay and tell them you have neither passport or driving licence, and ask them to give you an alternative. You can contact them in the morning by requesting a callback on here:

I have had the same problem, they presume that everyone has these forms of identification for some reason. I found it impossible to explain this to the AI chat thing and had to cancel and refund two buyers as ebay were going to withhold my funds. Still haven't been able to unlock the hold and who do we contact to do so?

As above request a callback

They will accept alternative documents such as your birth certificate together with something with your address on such as a council tax or utility bill. You need to ensure that the details on the documents that you provide exactly match those on your eBay account.

How long is it that this problem has been going on ? At least since ebay introduced MP, (5 years ago?).
Yet ebay is still holding sellers cash until they hand over photo I.D
Still not telling them that there are acceptable alternative methods of verification without resorting to the CS robot.
Long before now ebay should have implemented a "Click Here To See Acceptable Alternatives" and the relevant info. on how to submit them.
The OP asks why ebay chooses to wait until they've sold a few items to ask for photo I.D, why not before?
That's down to the omnipresent 'Site Security'.
Another question is why is the process of verification STILL made so difficult with perfectly adequate methods of completing the process unmentioned unless dug for ?
There is only one answer and the clue is the amount of funds held and how long for. If ebay were not profiting by the length of time it holds funds under this pretext, you can guarantee it would be made quicker, easier and could be completed in minutes rather than it being dragged out as it is now.
