Option on sold listings to ‘send payment details’ has disappeared and I’m unable to send people invoices for combined orders like I normally do. I did a live chat with customer service, but I don’t really think they knew what I was talking about.
I have buyers waiting to pay, but are reluctant to pay for the entire postage cost in one go and have me refund due to the amount of money they would have in limbo.
anybody else having the same problem? Anyone at eBay able to confirm it’s being looked into so I can tell my buyers?

Don't worry about that it actually helps the buyer because they will get part of the buyer fee refunded, It's another thing they have messed up. All my refunds are being split the same way and i don't pay any more to refund

yet still coming up postage %and item % split on ebay receipt when paid refund.
I've complained about this to Marco last June, but no actions as yet.
How do you think it will affect what info ebay provided to HMRC, and what will be its implications regarding our profits and onto Taxes due?

They've always processed it that way, well as long as I can remember.
It's not something that started with BPF.
As to why they do it that way, no idea.

eBay sends automated payment reminders to your buyers. We also understand that some sellers prefer the option to manually send invoices to their buyers as payment reminders.
As part of the ongoing work to reduce the number of unpaid items on eBay, we are evaluating these processes to ensure buyers are receiving appropriate and timely reminders. You may have noticed a recent change to the invoicing process. Based on your feedback, we are removing that recent change to invoicing so that Sellers can continue to send invoices as payment reminders. The automated payment reminders also will be sent at 24 & 48 hours after the listing ends.

Giving the option to leave NEGATIVE FEEDBACK would stop a lot of non payments . Once paid then this option should not be available .

That about says it all. Not only have they foisted the ludicrous and totally unnecessary BPF on us now they want to force us to use their shipping services. Net result - nothing works and my sales have plummeted. Well done eBay.

Equally though, if everyone used the system that is in place for dealing with non payers, that too would stop a lot of non payments. It does already.
Give the buyer four days in which to pay. Then cancel the sale selecting "did not pay" as the reason. Non payer receives a strike. If they receive two strikes in twelve months they won't be able to buy from savvy sellers who have their settings set to block non payers.

ebay fixing the problem they caused may also work better, and make necessary negative feedbacks obsolete.
The rights of negative feedback for buyers is a separate conversation i respectfully feel.

No need for a conspiracy theory. Ebay are fully capable of undermining themselves with no outside help.
