After 28 days, buyer initially reported that they did not received item. After two hour or so, I recieved an email saying that buyer wants to return item as it is not as recived, without even giving any further details. This seems to be but a very suspicious behaviour. Is that even fair that after 28 days I am forced to accept a return if though I listed item correctly? I am considering permanently closing my account, because this is a scam and it is not longer worth it.

You can't return something that's not received. Has he actually received it or not?. I've had this with someone waiting until just before the cut off time to claim not received. Nothing i could do if i didn't refund him Ebay would have.

I do not know what happened. First I got this email saying that buyer claims item not received and eBay is investigating because I used simple delivery. An hour later, I received another email saying that I need to offer a return as item not as described!
What do you mean? Does that mean that sellers are not protecting against buyers’ misuse of return policy? Is that even fair?

Unfortunately the buyer is king and they could send back a block of wood with nails in it and you'd have to refund. Ebay's position: they don't know that you didn't send them a block of wood with nails in it so you have to refund. Ebay accept no evidence from a seller i.e. pictures, video etc.
That said the majority of buyers are honest and so no problem but of course there are always exceptions.

Yes that's the way it is. I've had people mark me as late delivery on the stars and yet they had claimed not received and i had refunded. In that case it came back to me problem with address. I blocked him, always block anyone who you have a problem with so they can't buy again.
If you used simple delivery Ebay have to deal with not received items as the buyer paid them and they keep the money for the label but you need to speak to someone at Ebay if you can get through because it's mixed messages

I had 2 right after New Year when RM weren't working for days lost £20 through those. They probably got the items anyway

I do not like this policy. This is too much hassle that I could ever handle. I will close the account. My time has ended here and now off to Vinted. At least they have a fair return policy.

What did they put as the reasons for item not matching description out of curiosity
but as others point out it can be a losing battle because it’s a case of she says he says many a time
claiming INR first then NAD would annoy me too but maybe they pressed the wrong button

No doubt they tried to claim not received but because it was simple delivery Ebay could prove that they had received it so tried the NAD instead, an obvious case of dishonesty. Who would wait a month to claim either thing

That is why this policy is so disgusting. Other platforms only gives 2 days and if seller has strong evidence then they will side with them. To have item wrapped, posted and then returned at my own expense for no valid reason but dishonesty is disgusting, and eBay encourages this. This is a theft and a scam. What a shame!

ebay say they will investigate with carrier
ebay then allow buyer one hour later (and 28 days later from order) to suddenly discover the item and then claim NAD
not right, the OP has a point
I suppose a parcel could be just hiding somewhere, say you’ve been on holiday and had a load of post , and someone in the house put that one somewhere else than the hall say for some reason …just playing devils advocate ….hmmm…but that means they looked initially for it but only found it after submitting the INR claim …possible

Exactly i refund anyway if there is a claim because the money has already been taken from my account and held and now it's held for 5 days minimum anyway. Most things i sell are low value but i did have a silver bracelet marked 925 in 2 places proven weight on scales. Buyer said it was hollow and tinny and she had tested it. I replied that testing would have damaged it and i would not accept a return, heard no more about it. In this instance they did not open a case.

Ebay will always side with the buyer because it's the easiest and quickest solution regardless.
I used to have a business account selling used mobile phones and had a similar experience. Buyer claimed not received, then after proof of delivery he changed it to "faulty item". To rub salt in the wound he then returned a different and very damaged phone. Ebay still sided with him, as long as they make money they don't care about sellers rights.
