I still cant do an invoice with postage discounts.

I always give postage discount when I  sell my bears. Now I cant! It just says Cancel Order. I don't want to do that. EBay wont let me do anything else. Is something wrong with this? Has the buyer just got to pay up, and then I refund the difference?
