Royal Mail has reported a refunded item as being collected at a Customer Service Point!! Please advise me as to the next step please.

If it was sent by Simple Delivery, which as a Private seller it most likely was, it's not your problem. Parcels that get lost or damaged are refunded by e-Bay not you.

Well Ebay took the money from my available balance! How do recover that amount now?

That isn't what's supposed to happen. If a Buyer's item doesn't arrive they raise a case with e-Bay who refund them and you keep the money.
Did the Buyer contact you and YOU refund them? If so you've had it I'm afraid as you should have told them to raise it with e-Bay as above.

Just to confirm the above, a Simple Delivery transaction is covered if the item doesn't reach the buyer, the buyer would just need to file an item not received case, and then we take it from there. Could you please confirm the item number, so we can look into this for you?
