There's a restriction on my account . What I need to do to reinstate my account ?

In relation to your account, we have noticed that its performance does not meet the requirements of eBay's Bad Buyer Experience ("BBE") Policy (https://sellglobal.ebay.in/seller-center/service-standard-policy-bad-buyer-experience-rate/). You can visit the Seller Dashboard (https://dashboard.ebay.in/) to check your current account performance.
In accordance with the eBay Bad Buyer Experience Policy and the eBay User Agreement, eBay has determined that in order to protect the eBay Community the following restrictions will apply to your eBay account:
(a) Your selling privileges are restricted. Consequently, you will not be able to create new listings or revise any listings that are currently live on any eBay sites; and
(b) Your listings have been ended; and
(c) Your payouts have been on hold.
The safety of the eBay community is a top priority for us. We appreciate your understanding in this matter.

You need to ask on the community forum for your country of registration. We don't have a 'bad buyer experience' policy here in the UK.

I hope you're doing well. I'm reaching out to appeal the permanent restriction on my eBay account. I want to clarify that I have never engaged in any illegal activity and have always tried my best to follow eBay’s policies.
I recently moved to the UK and started my business here, and my family relies on this income. I genuinely request a second chance to continue selling on eBay. If I made any mistakes or overlooked any rules, I sincerely apologize. Please let me know what went wrong so I can correct it and ensure full compliance moving forward. I have no intention of affecting eBay’s reputation in any way.
I have already uploaded all the required documents for your review, but if you need anything else, I’m happy to provide it right away.

yes recently open an account. also got Top seller badge but still it is restricted

Perhaps it is time to consider opening an account in a € Eurozone site of choice or US www.ebay.com as using a UK Registered account from Bulgaria will Default to UK selling rules on VAT/Import/Export Duty and Banking requirements for receiving and sending payments.
