i made a purchase offer on 15.11.2024 which was excepted on a coin but it was the right coin wrong person, so i immediately contacted to cancel which she did. but she said that eBay had charged her £30 for cancelation would this be true as when eBay contacted me they said i had refund of £195 could the person have just kept the £30 for there trouble and i should get a full refund actually ? its so hard to find anything out and cannot find number to contact eBay to explain.

There is no reason why the seller would have to pay £30.
When they cancelled using the reason 'buyer asked to cancel', it should have automatically refunded everything you had paid back to you.
Did they deduct £30?

It sounds to me that seller did not cancel, but just made a partial refund.
Cancelling a transaction should automatically generate a full refund. If a partial refund was made and the transaction was not cancelled, going from the estimated day for delivery, once past that date you may be able to open a not received case, to get the refund due. You would only be able to do this if the sale had not been cancelled.
