I recently purchased a dress, the item wasn't posted, so I opened a request to receive the dress, then another week passed so I cancelled the request thinking I could rerequest a refund, but no after a lot of research it won't let me rerequest and now its 'my fault' so I don't have my money back or the dress, the item was listed a long time ago and the seller wasn't receiving my request. how can I get my money back if eBay won't let me get in contact with customer service.

Not sure if they will do anything but you can contact ebay from your phone only (not a laptop or PC) and ring them or request they ring you. So view this link on your phone:

You only get one opportunity to claim a refund on eBay, so as you cancelled it you have unfortunately thrown away your right to a refund.
For future reference, you can open a case when an item is overdue for delivery. You are assured of a refund unless the seller can provide racking proof of delivery. Provided you don't cancel it!
How did you pay? Your best hope now is that your payment provider e.g. credit or debit card issuer may be able to help.

I paid using my card but they won’t do anything but this makes no sense and customer service is useless, why wasn’t I warned of this when I cancelled it

When you close a return case you are warned that you won't be able to open another one.

Do you mean your bank or credit card company won't do anything?
You should be able to start a chargeback on the grounds that you ordered an item online and did not receive it.
