Overseas buyer says they are unable to purchase my item because of a block.

Hi there, I'm in the UK and I'm happy to sell overseas which I have done many times without any issues. A potential buyer in France has messaged me to say he wants one of my items but is unable to because of 'a block related to my overseas address.' This is something that I haven't come across before and don't know how to solve, I am specifically offering a postage rate to France.

I would be very grateful if anyone has any thoughts or even better solutions to this.

The item number is - 186591694129

They may be blocked for another reason.  Try putting their ID on your exemption list. That should remove any blocks:
