You don't have to wait 30 days for anything.
What does the tracking show? If there is a postcode or GPS reference showing delivery to an address other than yours, that is useful evidence.
Open an 'item not received' case with Ebay for a start. Do not wait. Open a case today.
If Ebay find in the seller's favour, you can then appeal.
There are other steps you can take.

30 days and you will be out of time to involve ebay, and Post Office has nothing to do with deliveries, Royal Mail delivers.
You need to speak to ebay now to prove you did not receive it and that item is LOST, and if so that is what you pay “buyer protection” for.

You can only open a case for item not received with eBay, one day after the items last estimated date for delivery, you may be trying a little too early, to open that case with eBay.

What is the item number?
30 days sounds far too long.
Look at the email you got from Ebay when you paid for your item.
Can you tell us what the estimated delivery date says - it should have the dates on the item in your purchases as well.
Personally, I would contact Ebay Customer Services. Explain the item is showing as delivered but it hasn't arrived with you and ask them to open an item not received case for you.
Use the link below to get a callback from Ebay but if you can share the item number and the range of estimated delivery dates, that would help people trying to advise you.

It looks like the original delivery estimate would have been around 24-28th Sept so you may have to try in the evening of the 28th or next day to open a case, certainly not 30 days,as previously stated a claim has to be made within 30 days.
