I only found out about the Mandatory Buyer Protection when I went to pay for a item I purchased on auction. They incorrectly say it's already included in the price when you look at the prices before buying or before making a bid, they also incorrectly say you only pay for the item when it is delivered???
This is ridiculous that eBay are lining their pockets by forcing customers to pay this fee. I would not have made the bid if I had known about this before. I could have cancelled the order but not fair on the seller who would have to re list the item again. I will not be buying anything from eBay again, and will go back to Amazon. eBay have made a big mistake with doing this, and have lost a loyal customer who has been with eBay for over 7 years. I am sure alot of customers feel this way too.

You pay for the item, but the payment is only released to the seller once the item has been delivered.

Buyer protection existed long before this new scheme. How ebay can make such a big thing of charging for something that has been available for free with as far as I can see no additional benefits, I do not know.
Read through questions and discussions, it is a shambles.

Thank you for this. I was so annoyed at the time, that I didn't read it properly. Does it apply with Business sellers or only Private?
