A buyer claimed he did not receive an item - I refunded it but, now know he received it what can I do? I don't seem to be able to even e-mail e-bay about this. Thanks

If the buyer opened a case and you refunded them through the case details then the case would close,and any further action would be between you and the buyer not ebay.

Adding to the advice already given -
If the buyer reports the false positive you left them the comment will be removed and that will damage your account.

How do you "know" that he got it? If the buyer claims non-receipt he opens a case and if you input the tracking details when you despatched it [as eBay requires] then eBay can see the situation. If the tracking shows delivered then the case will close; if not you refund. Only tracking matters to eBay. There is no provision for any pause "to allow delivery". When eBay's predicted delivery date is past the buyer can open a case and it is the situation at that time that matters. If eBay refunds and it is later delivered they will not act. If you did not use tracking then eBay will not consider the situation.
If - for example - they refunded and it was later delivered you can write to the buyer requesting payment but that is between you and eBay will not get involved. It is probably a civil matter and threats of police/theft will go nowhere. If something is delivered late then the buyer "can" open a not as described case in which case you send a label at your cost, refund on return and block the buyer. You may be able to use "Money Claim" [Small Claims Court as was] if the amount is worth it but - while you may get judgment - that does not mean you will get the money I'm afraid. @davelo2266

Thanks for your reply - I was stupid 😞 and refunded before I checked tracking. It was only after I checked that I realized that the item had been delivered. I then sent the buyer the tracking info from the Royal Mail website.
It has only cost me £10 not really worth stressing about and I think the buyer knew exactly to target me as I am a bit of a newbee to selling. There was a couple of odd things before that also that should've triggered alarm bells. I'm a victim but, only of my own stupidity.
