Ask the seller to cancel the order citing Problem with Buyer's Address.
Assure them their seller performance will not be affected and this initiates your full refund.

Hi, thanks, i sent her this what you wrote me , and offered to pay for postage somehow, and sells response was
“Hi - if I cancelled the order I would be liable for the first postage costs. I think you need to raise this through eBay not direct with me.”
is there really no way to pay for that postage? Seems like seller unwilling to issue refund or send item i paid for, i dont know..there should be solution in such cases.

The seller is being a bit unreasonable although I don't think there is anything you can do through Ebay - the seller fulfilled their responsibility by getting the item delivered and it was down to you to collect it promptly.
I would message them once more and ask them to re-send the item.
Offer to pay for the postage - either by Paypal - if you both have Paypal, they can send you a payment request - or you can make a payment direct to their bank if they will give you the sort code and account number.
If they are completely unhelpful, try your bank for a refund. As you never collected the item, you may be able to open a chargeback through your payment source.
Personally, I think the seller should be a bit more helpful - they shouldn't think they can keep your money and the item.

Out of curiosity, will this chargeback covered by Ebay or they will reduce it from sellers account ?

The money will be claimed back from the seller.
