What can I do if seller takes payment but then doesn’t send item I think because he didn’t get enough money for his auction but he should have put a reservation on it

If it hasn't arrived by the latest estimated delivery date, what you can do is read and use eBay's money back guarantee. There is a link to it in every qualifying listing, or see: https://pages.ebay.co.uk/ebay-money-back-guarantee/

After the estimated delivery date on the listing has passed select "Report an item you didn't receive" on here:

but I still want the item as it’s for a Christmas present and I could have bought a different one at the time but that one’s no longer available so if this doesn’t turn up I am without option for Christmas can the seller be reported for not fallen through with the sale

It is not wise to expect delivery unless seller is cooperating. No one can force seller to complete, so get a refund which can be forced if seller does not refund.
Reserves are expensive at 4% of reserve, payable sold or unsold. Sellers should ignore ebay suggestions, and start at a price they are happy to sell at.
Trouble is ebay frequently suggest starting at 99p which is very unwise.
