Does the new local collection process work well reliably?
What if, after paying for the good to eBay, seller cannot be contacted, or upon arrival to collect the item, the item looks not described? What if the collected item is found out to be defective later on?

If you see that the item is not as described when you go to collect, you don't give the seller the collection code. Then, if the seller doesn't voluntarily cancel the sale and refund you, you can open a case for item not received and get a refund that way.
Believe me, you are extremely well protected, unlike the seller.

Collected items are still covered by ebay's money back guarantee.
