Hi
I sent an item to a buyer and got a certiciate of posting. The buyer told me it hadn't turned up and opened a dispute immediately! I sent her photocopied evidence of the receipt. I refunded after another two days, as did not want bad feedback (which she still gave anyway). The item has since arrived!! How do I go about asking for payment? I can't seem to be able to issue an invoice.

If you have tracking which proves successful delivery of the item to the address provided on the PayPal confimation of payment e-mail then you ought to be able to get the refund reversed. However, if eBay prove to be of no use in this regard then contact PayPal in relation to the matter, making sure that you have the buyer's name and the PayPal transaction number to hand when you contact them. Explain to PayPal exactly what has happened - if you uploaded the tracking to eBay then PayPal ought to have access to it as well, but keep the tracking number to hand just in case they can't find it. That way you can give it to them at that point.
One thing to bear in mind is that PayPal tend to check cases far more closely than eBay do, so if PayPal put a trace on the tracking number and notice that the tracking proves that the parcel was indeed successfully delivered to the address provided on the PayPal notification of payment e-mail then they ought to revoke the refund and reinstate the funds into your own PayPal account.
You could also appeal ebay's decision here and get the refund reversed.

As you have been advised, eBay may remove the feedback if you can show that the item was delivered. I hope that you also uploaded the tracking number after posting, as eBay requires?
As regards asking for payment, that's all you can do - ask the buyer. EBay allows buyers to open an item not received case just one day after the latest estimated delivery date. However, they do nothing to support the seller if the buyer then keeps both the refund and the item when it arrives.Even with proof of delivery.
EBay simply doesn't seem to care about sellers.
Always best to send by TRACKED Postage. Royal Mail Small and Medium Parcels have a Free 16 Digit Code on the Proof of Postage. Add that to Dispatch when you Post anything. That protects you against Item Not Received Cases.
All you can do to get your Buyer to Pay again is to send them a PayPal Invoice. Log in and find Send/Request.
If you Contact Ebay they may Remove the Negative Feedback because you have Refunded.
