Can I get money back if I don't receive my item

Can you help if you know anything about buying or selling please.
If you buy something but don't get it can I get my money back.
The seller stated item to be sign for.

Which I would not have done due to no getting it.
Seller  as no returns,

but on his discretion it says this item is covered by eBay's money back guarantee.

Never had to do out like this as 2st time I've not got something I bought gas can I get my money back for not receiving my item
