Can I get money back if I don't receive my item

Can you help if you know anything about buying or selling please.
If you buy something but don't get it can I get my money back.
The seller stated item to be sign for.

Which I would not have done due to no getting it.
Seller  as no returns,

but on his discretion it says this item is covered by eBay's money back guarantee.

Never had to do out like this as 2st time I've not got something I bought gas can I get my money back for not receiving my item

It the item says Delivered and signed for then you would lose a dispute

It is up to the seller to prove by tracking that it was delivered.

If you have not received it but it says delivered then you should check around the outside of your property and ask neighbours and is you dont find it then  contact the courier or RM and ask them where your item is

Try opening the dispute anyway and see what happens

What is the latest estimated day of delivery on the listing         

 If you have not recieved your item and it is past the latest estimated day of delivery on the item description

then you can open a  not recieved dispute one day after the latest estimated day of delivery on the listing.

You can do that at the bottom of the page under Resolution Centre

Escalate it too ebay after 3 full days

You have 30 days from  the latest estimated day of delivery on the item description to open a dispute

You are also covered by the paypal money back gurantee if you paid that way so if you fail for any reason on ebay then open a dispute in papal

You have 180 days to open the dispute on paypal

Open the dispute and escalate it as soon as you can but within 20 days
