Come to think of it, why does it even mention business sellers when it's a restriction only applying to private sellers? The more I think about this, the less sense I make of it all. Very concerning, I hate when I don't understand things that may affect me.
But reading the T&Cs makes me think it won't affect me at all, as I generally only list/relist under 200 items per month, if it excludes the automated rollover on auctions.
Lie down in a darkened room is called for, worrying for nothing or about to be hit by a load of extra admin???

I can't see that it will affect you, it's just eBay's way of imparting information in a way to make us wonder what on earth they may mean.
Just look at the number of threads running on the front page of Seller Central at the moment in which we're all trying to second guess what eBay are up to with their recent 'Free to sell' announcement.

Basically,this was an error on our part, we meant to remind members of the "free to list" announcement in certain categories which came into force earlier this year.
Please check your account to view your revised bill relating to the 5,000 items you have recently sold.

It's the line below for private. It means you can have 300 new listings each month as a private seller. Auto (re)listed items ("Good 'Til Cancelled") from the previous month won't affect you listing new items that month for free.

I am a private seller and had 600 very slow selling items listed (many of which had been automatically renewing for around 5 years!) On 1st October l called Ebay to clarity the new 300 listings per month rules, and the assistant very clearly told me listings that automatically renewed WOULD count towards my monthly allowance and that l should close all but 300 listings to avoid being charged 35p x 300. Having immediately closed 300 l re-read the information and thought l must have been given incorrect information, so l called again and spoke to a different agent. She said exactly the same thing - close 300 of my 600 listings to avoid fees. I now believe both agents gave me completely wrong info! If Ebay's own employees don't understand the rules what hope is there for the rest of us!

eBay CS reps are largely based outisde the UK and get a couple of days training and a link to some of the most commonly used guidance pages.
Why don't you simply look at the fee page where it tells you:

Thank you for your comment but I had read in full all of the changes. I simply wanted to be 100% certain l had understood them correctly, but BOTH Ebay agents gave me wrong information. They should have been fully briefed on such sweeping changes - there is no excuse for them giving misinformation.

Am poised to see what happens to my free listing allocation when some of my listings end in an hour. I normally end my listings just before they relist and then sell similar. I assume an auto relist gets less search exposure than a sell similar would.

I relisted a number of items yesterday and clicked the relist box and it tells you how much to relist and it came up 0.00. I then noted that I was charged .35p to list over 30 items. When I called to complain they explained that private sellers only get 300 free listings per month. My complaint was that it didn't say this when I went to relist as it previously did so when it said 0.00 to relist I clicked continue. To then be charged was my issue - they have now refunded.
The lady on the phone yesterday told me if I auto-relisted all the items they would automatically relist and there are no charges. However, a lady on the phone today told me that is not the case any relist over the 300 would be charged. It's very confusing and you can not get a straight answer from the EBAY representatives. HELP!

If you allow them to auto relist there is no charge and they don't come off your 300 total.
If you manually relist/sell similar they will come off your 300 limit, and anything over will be charged at 35p.

This is definitely right BUT - I am shocked to hear that it does not flag that there will be a listing charge when you get to no 301. If it says free when you click to list, that is very deceptive of them. I expect the software is too dumb to figure it out, I imagine scheduling would also hamper their ability to calculate when the charge would apply. Definitely something I will need to keep an eye out for, thanks for the heads-up.
Listing takes long enough, without having to keep count on top!

Because sometimes private listers are doing this in their spare time selling unwanted items and maybe don't have the time to trawl through all the help pages and would expect a quick call to an employee would answer their questions correctly- otherwise why have a help desk if they can't help

Never ring eBay for advice
Their help desk does anything BUT help!
If you have questions, you are better off asking them here if you want the correct advice
CS tell you what you want to hear, so you leave the call "happy" and give them a good feedback rating
If they told you the truth you would not be as "happy" so you could potentially give them a bad feedback rating for the call, so they just tell you something to get you off the call and an answer so you are "satisfied". By the time you find out they lied, its too late to leave the feedback and damage their "rating"

It still amazes me that the management at eBay are either so bad they believe their customer service agents are always so good or the management are even worse that they don't actually look at the evidence that clearly shows their agents constantly tell untruths that cost them and their customers money. Weak management throughout the company and nobody working there who checks up on the work of the people they are meant to manage, guess it starts at the top and trickles down to the point that nobody cares if they lie or don't tell a major piece of info as long as they get a round of applause or a rated good.

No need to count. There is a counter on the Seller Hub seller page, where you ued to check how many 80% offers you'd taken up. True it doesn't included scheduled items that have not yet been listed.

How long have you been an Ebayer, strikes me as not that long as you still have hope 🤣. I abandoned all hope a long time ago with eBay! A minefield amongst minefields.
