About a month ago, a successful bidder failed to pay for an item, and did not respond to my messages. This buyer has at least one negative feedback saying that he was a time-waster.
The item was made available to the 2nd in line unsuccessful bidder, who did not make a bid and also did not reply to messages.
Today, I received a message from eBay saying that the first buyer is requesting that I cancel the order.
The item was not reposted for sale and does not show up on my active lists, so after a month why do I need to cancel the order for this buyer?
Is this some kind of scam?

I would cancel for non-payment, and in future do this each time you end up with a non-payer. However, if it's been more than 30 days you may not be able to do this now.
After 4 days you can cancel and select the reason as 'buyer didn't pay’ (eBay works in 24hr cycles so the option won’t be available until 4 x 24hrs have passed). There’s a link on this eBay page:
The non-payer can't leave feedback and gets a non-payment strike against their account, which sticks to it for a year.
Don't be tempted to leave feedback for a non-payer - it can only be positive and will enable them to remove the strike they receive.
Set your Buyer Requirements to block bidders with two or more non-payment strikes in the last 12 months and add them to your Blocked Buyer List with this link:
