Yes, IrfanView is free for non-commercial use, but I don't believe it's open source. It's possible to run it on Linux, by using Wine, though I'd prefer something native.
What? Doesn't everyone use Linux now? They're missing out.
I actually use both; I run Windows 11 in a virtual machine on an Ubuntu box. I did try to wean myself off Windows entirely but the company insists on using Windows-only POS/CRM systems that don't work under Wine (hence the VM).
IrfanView was something I discovered many years ago when struggling with a personal project. I found it very easy to pick up and use so I always recommend it to Windows users. I paid for a commercial licence back when one was about £6.00; IrfanView's licenses are perpetual which is probably why I have always stuck with it.

Light Image Resizer is what I have used for donkey's years. Great for batch re-sizing pics. I used to use Irfanview many years ago also.
If you can find a copy of version 4 it is free for private use but with this dialogue for 30 seconds at start-up.

I think eBay always asked for minimum 500 pixels. Until now I didn't realize I was 480. Not even sure what a pixel is but changed my very old camera to M2 from S.
Sizing up from S to M2 seems blurry for me. See how it goes ...........
Just another eBay adventure.

I have been selling stamps on Ebay for 22 years and have always used the same scanning/imaging methods, and they have always worked - now they don't. It's a glitch or another unannounced change, and it's time the Ebay apologists who infest these forums warbling on about pixels shut up and get real

A quick solution I have found is to simply screenshot the original photo and then upload it as a replacement. The photo might just need a slight crop but it seems to work and it's pretty quick to do.

Yes, I remember when they originally set the limit at 500 pixels on the longest side, which has been the case for many years now.
When they did that, I had to resize old images that had been cropped too small - but at least that was announced!
Like you, I have, up till a couple of days ago, had no issue with my photos being accepted as meeting site requirements.
This current situation preventing uploading of photos (or relisting) is occurring because it seems BOTH sides now need to be minimum 500 pixels. Although info. on eBay help pages contradicts itself on this.
So, 640x480 doesn't work any more.
And still not clear if this is a glitch - that may or may not resolve itself - or a permanent change which will require all photos to be resized.

That's the thing isn't it! I didn't get the memo if this is a deliberate change.
I can take larger and better quality photos in future, which I can see the benefit of.
But, what about existing listings - do all existing photos need to be changed to comply? I don't want to spend time on that if it's a glitch....

I am having a similar issue. Listings that have been fine for months are now not re-listing due to picture size errors. This hasn't been a problem with the same pictures in the past.
It is just another issue that is pushing me away from eBay.

22 years ago the average (PC) monitor resolution was 1024x768 and smartphones didn't exist.
Now the average PC monitor resolution is more like 1920x1080 (i.e. true HD) and smartphones are even higher, typically in the region of 2436x1125. When you enlarge a 500 pixel or smaller .jpg/.png image on such a display (such as with eBay's zoom function which also didn't exist 22 years ago) it will look blurred as shown earlier.
You mention "scanning" - if you are using a flatbed scanner these normally have a much higher resolution than a PC monitor. Well, I say resolution they typically have a much higher DPI than a monitor's PPI but I won't muddy the waters by trying to explain what that means. If you are using a flatbed scanner there may be a simple change you can make such as cropping the stamp from the scanned image before resizing the resulting image (if indeed it does require resizing after that).

Call it an unannounced change if you like; eBay had already published conflicting minimum requirements. However, I'm hardly an eBay apologist which you will see for yourself if you check my posting history.
I actually think 500 pixels minimum on the shortest side is still too small; this just means the image won't look blurred in search, gallery and non-zoomed listing views. I actually think the minimum should be 1,000 pixels on the shortest side but regardless, eBay recommends 1,600 pixels for reasons that have been explained.

To where?
On Etsy, if you upload an image that is less than 635 pixels on the shortest side the listing will be demoted in search results (they recommend 2,000 pixels). Facebook Marketplace has a minimum recommended size of 1,200x1,200 pixels. eBay's (unannounced) updated requirement of 500 pixels on the shortest side is still a way smaller requirement than any other online marketplace I can find such requirements for.
Even a very old 0.5MP digital camera will take an 800x600 pixel image in 4:3 format. 640x480 equates to a 0.3MP camera; it is normally a compatibility option for the original VGA standard from 1987.

I have moved most items on to Gumtree.
Getting loads more viewings than I had lately on eBay. Cash-on-Collection is no problem. If they want postage I can arrange that through my own choice and have payment through PayPal.
