Is the Global Shipping Programme no longer available for private sellers?

I'm trying to schedule some items for auction - I haven't done this for a while as I was waiting to see whether the Simple Delivery stuff worked or not.

If I view my scheduled items and pretend to be from another country, instead of seeing a shipping cost, I see a message saying "Will post to Bulgaria [or wherever]. Read item description or contact seller for postage options." I've tried several countries, and the items aren't anything that's likely to be controversial anywhere.

Clicking around the site, I've seen a few business sellers with GSP prices on listings, but no private sellers.

Is this a new thing that ebay have implemented? Or is it yet another bug? (I assume the latter)

It seems that I have to use Simple Delivery now, but Simple Delivery has broken the GSP, so I can't let people in other countries bid on my auctions anymore. This site used to be easy and fun to use!

Anyway, if anyone has figured out a way around this, let me know...

It seems to come and go. I have it enabled. The other day I sold something to Germany using GSP. Today though no prices are being quoted on my listings for any countries I have tried, saying "refer to seller". Annoying as I have someone in Australia who wants to buy.

GSP is not reliably available right now. You can still send overseas but will need to set up a postage policy and send it by your own choice of carrier.
