I understand EBay are paying out the balance in all accounts on 1st April. Where does that leave me as a seller of not a lot at the moment because of all the Buyers Protection, but I live in Hope if someone want to pay me and I refund the postage for multiple items if there is no money in my account on 1st April and they won’t release the paid for funds until they consider the items have arrived? I am fortunate that I am selling mostly inherited items that my children have told me they definitely do not want to inherit, however the way this is going with EBay Buyers Protection and if they insist we use their delivery service they may well inherit rather a lot of them!!!

I am sorry but I can't work out exactly what it is you are asking about.
If it's what happens to refunds if your ebay account is empty then the answer is that ebay will take the funds from your bank account using the direct debit you set up under managed payments.

For items funds that are on hold waiting delivery confirmation, refund/s are taken from these funds.

It is this sort of thing that will be putting people off continuing to sell on eBay. With funds on hold for varying amounts of time, if payments for sales haven't cleared, any refund, or postal discounts etc, will be taken from your bank - unless there are enough previously cleared funds in your eBay Balance...
Not everyone can arrange to have enough funds in their bank available as a sort of 'bridging loan' for eBay refunds. For anyone just wanting to sell a few bits & pieces, it has all got too complicated/fraught with pitfalls.

Then those people are taking a risk selling on a site where it is so easy to lose both the item and the money.

Yes, unfortunately that is true. Before eBay Balance/Payment holds etc, refunding would have been an automatic return of the payment received from the buyer, usually via PayPal.
Despite the PayPal fees, it seemed to work better that way, imo.
