Yes, that's correct. The price you agree with the Seller is completely separate from the 20% VAT and any duty/fees, and from International postage. eBay makes this clear in theory.
My best practice is to
1) enter my Country in the listing to see postage.
2) put the Item in my Cart to see VAT.
3) check the gov.uk website to know duty charges.
4) remember the courier will add fees to collect any duty.
Again, this is the Buyer's responsibility to know, not the Seller's.
