Yep, others are having the same issue today, many reports of this coming through, you are not alone.
Some are reporting this to CS, and being told they would be sent a new label! Hmmm! Personally, with the seemingly hundreds of cases which would need to be dealt with, I wouldn't solely rely on this to happen.
Seems for the time being, the answer is to either buy your own postage label through Royal Mail / Post Office, or try again later for an SD label.

Thanks for your reply, yes the buyer has already paid for the label. If I just pay again at the Post Office for another £3 Postage label, it barely makes it worth selling this low cost item. I don't think Ebay will reimburse me, even though it seems to be a system error either at Ebay or the Post Office.
I managed to speak to Ebay & all they can say is the matter will be refered to another department.
I will just take it to the Post Office again on Monday & hope it works. !

eBay reimburse the person who paid for the unused label.
Hence:
If you selected 'Buyer pays’ when you created the listing, your buyer will automatically be refunded for any Simple Delivery label that isn’t used after 30 days
