I bought a pair of trainers and promptly paid fhe asking price plus the r1uired postage. But I got a notice that the item could not be delivered because postage was due and woukd have to travel to city centre to collect and pay fees required.
I informed seller who first claimed royal mail charged more because northern ireland was not part of the UK. Then she said the parcel was lost because I have ireland on my address and not uk. I have Belfast Northern Ireland, co, antrim UK on ,my address. Then she went back to claiming royal mail charges more for ireland. It does but it does not charge more for Northern Ireland. At any rate, I refused to pay postage twice. It is possible that she guessed the weight and fot it wrong, but she was so nasty, calling names and insulting that I refused to pay all the fees involved in trying to arrange redelivery to my house and then pay the postage.
I expected ebay to simply refund when the time passed without delivery, but she is saying I refused to pick it up so she can keep the money. I am disabled and was home to accept delivery. I am always home. I could have arranged redelivery if not for the charges easily enough. I dont feel I should have to pay for her mistake. She tried to make me fun me being miserable and alone and disabled, with no one to fot pick the item up as it is only 6 or 7 miles away. In fact I have a husband and two beautiful sons, but city centre is under construction, there is no parking and train tickets or parking woukd cost several pounds more, plus it took my husband over two hours to get back from dropping my son off last time he went there. He has also had a heart attack and stroke and I dont want him having to spend so long in the car and and walk. My oldest son is never off work and youngest does not drive. But once again, I do not feel I should have to pay postage twice. I feel she should have paid the extra fees as it was her mistake. How do I explain to ebay that this is nkt me refusing to collect a parcel or arrange a delivery, but her refusing to pay postage and expecting me to pay twice. It seems to be all automated. Any help much appreciated.

Items being sent with too little postage doesn't happen often, but it is a pain when it does. I am sorry it happened to you with a Seller like this. May I share what I would do in this situation?
-Stop directly messaging this Seller.
-Add her to your Blocked List
-Telephone eBay in the morning after 8am and explain your item wasn't delivered because the Seller put too little postage on it. Ask eBay for help.
-While you have them on the phone, ask eBay to remove the Seller's reply to your Negative Feedback. Say that the Seller's reply breaks eBay feedback policy because it is a personal attack not constructive criticism.
-Buy your shoes elsewhere. There are lots of Sellers on eBay who will apologise when they make a mistake and serve you with a smile 😉

Have you opened an 'Item not received' claim? If so then you are covered under eBay's Money Back Guarantee so if the seller fails to refund then all you need to do is 'Ask eBay to step in and help' when the option appears (3 full business days after the claim is opened).

As an aside, Royal Mail surcharges can be paid for online and you can then rearrange delivery to save having to collect.

I have opened the item not recieved. Seller responded demanding I go pay for the item, insulting etc... when the time came for me to ask ebay to step in o got a message saying it was being delayed while seller sent evidence that item was on its way. It was meant to be only until today, but still no help from ebay. I really believed PayPal guarantee would cover me int he event of itme not recieved. I have thousands of purchases with ebay as I do all my shopping online due to disability. I am really worried about aking purchases now and have been trying to buy from Amazon instead. This has already been weeks and she is just saying I refuse to pick it up but thenpostage receipt will show payment due.

Not sure why eBay has chosen to extend the deadline for deciding the case. Seems rather odd under the circumstances. What does the tracking actually show?
You need to wait for the outcome of the eBay case before turning to PayPal as doing so will automatically close any case that is open with eBay. If the eBay case isn't successful for some reason then you should definitely be covered by PayPal.
