Postage underpaid by seller

Hi,

Royal Mail left a card saying I had to pay a £1.50 fee before they could deliver my item. This is because the sender (seller) did not pay the full postage. 

I contacted the seller and they said they would part-refund this £1.50 for me. It has been over a week now and no refund. I recently reminded the seller again, but got no reply.

I have not paid the fee yet and Royal Mail is still holding the item for 6 or 7 more days before returning to sender. 

How can I ask ebay to step in to make them refund the £1.50? I can only see option to request the full amount (as item not received yet).

ebay would'nt get involved with that.  If you don't want to pay it open a not received case for a full refund.
