Yep, it does make sense, and Yep, you would get your money if Postie hasn't correctly or forgotten to scan an item to be tracked and delivered, But! There's be a delay, eBay would hold that payout for 14 days if there is no tracking showing delivery.
With feedback left, there has been a recent update to these coming rues, that is, items of £10 and less in value do not need tracking, and here feedback left by the buyer, would release the payout after 2 days.
As said the feedback relates to items under £10, all others, when system is fully rolled out, it ' belongs' to electronics currently, tracking is needed to show that delivery , to release a payout after 2 days, otherwise it's a 14 day hold.
