Has anyone used seller and received total different products from them and not been refunded after totally conned?

No idea, but why do you not read the 30 day money back guarantee, and open a NOT AS DESCRIBED CASE.

It is on every listing, on right - BUY WITH CONFIDENCE.

Do you really think ebay allows sellers to get away with this, of course it could be a mistake, but you can get a refund and seller has to pay for return postage, so it proves expensive for seller.

This seller is in HongKong, the idea is that buyers read their feedback before taking the risk of problems.

Yes, it's not uncommon for buyers not to receive a refund that they were entitled to.

Sadly this almost always happens because buyer didn't follow the correct procedure to claim a refund using eBay's money back guarantee.
