Hello, I wanted to place an offer and the message came back, "Unfortunately, this item isn’t available for purchase in your location.{e264453-1260494x}".
I tried to "buy it now" and the same message, I tried buying another item and same thing. I did retract a bid the day before, is this a limit placed on my account for the retraction, like a punishment?
The seller has listed that they sell in the UK and no other restrictions that would include me.

There could be several reasons for the message, but ask the sellernicely to add you to there exemption list so you can buy, worth a try, send them this link, Setting buyer requirements | eBay

Hello Plum,
I have tried to buy/bid on other items and the same thing is happening. I am not sure what to do and I don't know how I can contact ebay about this either. Any advice on how to contact ebay about this. Cheers!!!

Normal things to stop you buying are.
Unpaid item strikes.
If you live in Highlands and Islands, RM charge the same all over UK, but carriers will charge more.

Hello,
How do I find out if I have an upaid item strike? how long do they last and can I appeal them? I have tried turning off my vpn, restarting my computer, log-out and back in. Nothing is working. I got ebay to call me and they were unable to help. I deleted my cookies and other stuff. I am using brave. I tried to log in using chrome and had to do some verification, an ebay bot called me and after I pressed the numbers it required it hung up on me, twice!
I have no idea, except my bid retraction caused it?

Bid retraction won't affect you.
You can't see unpaid strikes on your account, only you know if you failed to pay for items,
It needs 2 strikes in 12 months to restrict buying.
You can only appeal them within 30 days of receiving.

You can't view unpaid item strikes, but you can view unpaid items by clicking on your purchase history then on the unpaid option to see if you had any

I would guess the simple answer is that seller has placed you on their blocked bidders list. Retracting a bid would probably annoy seller, and I must say that in similar circumstances I would block bidder.

they sell in the UK and no other restrictions
Sellers may block bids from particular areas of the UK, like the Highlands and Islands.
Sellers can also prevent buyers from bidding or buying on your items if they:
- Have a delivery address that's in one of their excluded postage locations
- Have a history of cancelled orders because they didn't pay
- Are currently winning, or have bought, a specified number of your items in the last 10 days
