Maybe it wasn't a full increment so couldn't overtake the winning bidder's highest bid.

Yes, it's entirely possible - especially if you bid very close to the time when the action ends.
The reason is usually related to the timing of bids and the minimum bid increment system.

At 09:35am you were outbid by a higher bid of at least £18.67. This was sufficient to top what must have been your maximum of £17.67 by £1.00, the minimum bid increment at that price.
If you attempted to outbid this you must have either bid less than the new minimum bid of £19.67, or left your bid too late - the auction ended less than 90 seconds later. In either case your bid would not have been registered.
