cant add card as payment method

The 'Add' button is greyed out no matter what card I try to add for Checkout. Or if I try to add a card for auctions I get a verification error.

The addresses all match - I've spoken to support 3 times now. Waited 24 hours - tried Chrome.

I've been using ebay for 20+ years with no issues - no idea what the problem is but its tiresome now.
