I wanted some treated timber for my fence i ordered 4x2  treated what received from the seller  1 1/2 x 2 1/2 dressed no good for the job i can't speak to anyone at e-bay the help center  was no help and will not allow me to appeal my request

You shouldn't need to speak to anyone about this, if your order isn't as described then open an eBay return (the seller has to pay for the cost of the return):

I have tried all that stuck with this wood that's no good for the job and eBay denied my appeal  with no reply and i can't talk to anyone direct

Did you open a return within 30 days of receipt of the timber?

What reason did you give for wanting a return?

 

One of the downsides of the Ebay Money Back Guarantee is that it treats any case opened for the reason wrong size/doesn't fit as a 'change of mind' return and private sellers are allowed to refuse such returns.  (Although i would be surprised if a genuine private seller would sell the items you bought and business sellers have to accept a return for any reason.)

 

If you did open a return within 30 days using the 'wrong size' reason this is what I would do.

Step 1.  Get a callback from Ebay Customer Services.  Explain the situation and ask them if they can re-open the return case on the grounds that the item you received was not as described in the listing.  Ebay state that you do only get one chance to open a return but, in this situation, I would ask.  (The link below will get you a callback.)

Step 2.  If Ebay are unhelpful, then try your payment source.  You have bought items online which are not as described and should be able to start a chargeback.
