eBay place hold on payouts to new sellers, for security reasons they have none of your selling history, so they need proof the item was dispatched, or in your case collected.
Whilst feedback is good to receive it can be left in error for a new seller especially, that code a buyer should bring with them on collection is the real proof the item was collected. The code you can either scan or manually enter.
Message the buyer ask them to kindly look through their eBay messages and emails for this code, they can then send you the code for you to manually enter in the order details to to the left of Confirm Collection. Explain this will release the hold on your payout.
