Why does ebay not refund on all wrongful purchases?

I’ve had two purchases that were months ago, the items haven’t even been dispatched, tried messaging the sellers multiple times, no reply.. So you’re telling me I can sell things, not send the item, but still keep their money? Sort it out ebay, £5 or £500, it’s robbery, I’ve been robbed by these sellers.

On every listing is eBay's 30 day MBG Money back Guarantee policy.  For any item not received you Must claim within 30 days of the item's last estimated date for delivery,  and if the seller does not have tracking to prove that delivery, you are guaranteed a refund.

Never continuously message a seller,  they're stalling for time, so you are out of time to claim.

You open a case, if not refunded within 3 days, and no valid tracking number entered,  you escalate the case,  eBay step in and force the refund.
