Used ear plugs sent in package

Hi really odd one but opened up my package today to find 2 plastic ear plugs and one foam one in the package on top of what I had brought they had all been used. Not sure what to do about this as it was disgusting and want to report but not sure what category to put it down as (as it’s not illegal or hazardous just down right disgusting) also can’t seem to contact the seller…

Nothing to be done about this via ebay if the seller won't respond,so just dispose of them if you didn't buy them.
