Hi
I sold an item but the International Shipping was not applied.
A local shipping was.
I created the listing with 45 for international and 10 for national ?
It's not fair to charge the buyer or the seller for this mistake.
What's the best solution ?

Just talked to an "ebay agent" and in fact:
A. The address of the seller is disregarded - only matters the site's country.
B. Agent couldn't find the text in Terms and Conditions about this disregard
C. Check this to verify what is domestic in your context

these are the UK boards and you are in Portugal.
However looking at the listing I see international postage at £45.

I'm not sure Portugal has their own designated site, but you'll need to log out of here, and log into www.ebay.com and ask the community, or eBay Customer Services on the .com site.

Meanwhile I noticed that it seems to apply 10 if I choose UK but 45 if I choose Portugal.
But my primary address is OK.
Could it be that ebay behaves like I'm in the UK (based on the ebay.co.uk) instead of using my real home address ?

Your experience confirms that we are right to tell people that they should not be registered on ebay.co.uk if they are not in the UK as it causes all sorts of issues.
I suggest you open a new account on .com, if there is no Portuguese ebay site.

The fact is:
20 years ago I opened my account in the UK because it was the only site in native english in the EU
never selled an item
all buyings were fine until the Brexit and still are if I pay customs
But ebay should warn users about the disregard of the physical address in this context
