Try clicking on Collection Only, then click back to Postage Only and Custom Options should appear, which is what you want. Or remove the pre-entered postage weights, see if that helps.
This is on a desktop. I don't think you can remove SD on the app. Also some categories, eg. clothes, are getting harder opt out so it could be compulsory there now.
