Where do I go from here.
- I've spoken to 5 eBay staff over text chat and they were all useless.
- I've highlighted the issue ( my sellers account is restricted due to a negative balance of £10 that I can't pay because eBay won't invoice me)
They say I'll receive it in 3 working days and iv been trying this for 2 months.
-Never known such an unsupporting company

A minus (eg. - £10.00 ) sum/amount on an account generally means that you have an eBay Credit due --- or do you owe eBay for unpaid fees ?

Hi,
As much as i appricate an effort for advice. I've listed the issue.
I'm not getting an invoice that ebay adivse me takes 2-3 days.
I've requested it 4 times over 2 months now.

The point that other answer was trying to get across, when completed and registered as a seller, if owing ebay money they can debit your bank account. There is no need for invoices or making payments to ebay.
Ebay then has facility to credit money to your bank and if necessary debit as well.

Add a debit or credit card to your account to pay sellers fees.
I doubt that eBay will actually invoice you, the debt will likely just get passed to debt collectors and your account permanently restricted from selling.

Try contacting ebay 1st thing in the morning, you should get Dublin.
They are more helpful.

You've already had five wasted conversations with customer support about sending an invoice. By now the penny should have dropped that eBay CS sometimes promises things which never materialise.
As has been explained to you, eBay doesn't send invoices for fees already charged, but underpaid. Your next step should be to add a debit or credit card to your account so that eBay can claim any unpaid fees.
If you don't, I doubt that eBay will send debt collectors for £10 but you may find that your selling account is frozen until you have paid. If you're determined not to pay until you receive an invoice, that's between you and eBay customer support. We're just other members, all we can do is offer advice. Good luck to you!
