I bought an IPad on eBay and on collecting the package today, it only contained an empty bubble envelope. The seller doesn’t accept returns. What do I do?

(Some) sellers can only refuse "change of mind" returns.   They always have to refund if the item in not as described for whatever reason. 

So start a return on here:
https://www.ebay.co.uk/help/buying/returns-refunds/return-item-refund?id=4041
select "Doesn't match description" and escalate it to eBay after 3 complete working days.

Don't be tempted to open a "not received" case because the tracking will prove otherwise.   And it may not be a scam.   Things occasionally get stolen in transit.
