ORDER 11-12879-04994.SINCE THE EBAY CHANGES TO SELLING, MY BUYERS CAN NO LONGER MAKE OFFERS FOR AN ITEM I THEN HAVE TO ASK THEM TO MAKE THE FULL OFFER AND THEN I HAVE TO REFUND THEM. NOT SURE IF THIS IS JUST PRIVATE SELLERS HAVING THIS ISSUE ?

I think you need to look at selling/listing details.
Your items initially show in US$ with free International Shipping, but as you only ship to UK that does not make sense. You have no UK postage shown, without that offers would perhaps be difficult as if you also have Immediate Payment required, buyer even if able to make an offer could not pay
The offer facility appears to be OK. but as said without postage no one could pay.

Initially no items show, but when I find them I can see now you have Free Post for UK.
No wonder sales on ebay are terrible and views and watchers almost nil. Ebay seems to have everything up the creek, think it is their back room boys trying to justify their existence.

Yes, it was when they started introducing the Buyer's Protection and the
delayed payments to Sellers -it was still ok for the first few weeks of
free selling. I suspect they noticed the shortfalls developing. I have been
buying loads recently and many other sellers are going to leave and they
said plenty of others, that they know, are leaving. I know Ebay wanted to
remain competitive with Vinted etc., but the handling of the changeover
leaves a lot to be desired.
Yes, I try to make a USP of offering freepost. I do not have hundreds of
items for sale, not many at all after this batch are eventually gone
(slow-burn sellers !) but it will take a bit of time to go through the US$
confusion issue, you kindly assessed.
